CENTRAL HINDI TRAINING INSTITUTE/HINDI TEACHING SCHEME

ABOUT US

INCEPTION

      HINDI TEACHING SCHEME

·       Hindi Teaching Scheme was started under the then Ministry of Education in 1952  to impart training of Hindi to those central government employees who do not possess the working knowledge of Hindi.

·         The Hindi Teaching Scheme was brought under the Ministry of Home Affairs in 1955.

·         The training of Hindi Language, Hindi Typing and Hindi Stenography under the Hindi Teaching Scheme was made compulsory in 1960.

·         Since 1974, in addition to the employees of the Ministries of the Central Government and its attached and subordinate offices, training in Hindi, Hindi Typing and Hindi Stenography has also been made compulsory for the employees of the Corporations, Statutory Bodies, Companies, Undertakings, Banks etc. owned or controlled by the Central Government.

·         Department of Official Language was established under the Ministry of Home Affairs in 1975 and Hindi Teaching Scheme was brought under the Department of Official Language.

·         Hindi Teaching Scheme has five regional offices located at Delhi, Mumbai, Kolkata, Chennai and Guwahati.

·         The training programmes are being conducted at fulltime as well as at part time centers.

INSTITUTE & SUB INSTITUTE

·              Central Hindi Training Institute was established in 1985 with the objective of imparting  in-service intensive training of Hindi Language/ Hindi Typing (Manual)/ Hindi Word Processing (Computer) & Hindi Stenography to the newly recruited officials immediately after they join Government service.

·                     Three Sub-Institutes were setup in the Mumbai, Kolkata and Bengaluru in 1988.

·                     Two more Sub-Institutes were established in Chennai and in Hyderabad in 1990.

Vision

·       To train all the personnel of the Central Government & the Undertakings, Corporations, Statutory Bodies  and Nationalize Banks owned & controlled by the Central Government so that they can achieve proficiency in Hindi Language, Hindi Typing (Manual)/Hindi Word Processing (Computer) & Hindi Stenography and all the Official work can be done in Hindi,  in compliance with the provisions of the Constitution.

Mission:

·         The mission of CHTI&HTS is to complete the work of  training of Hindi to those Central Government employees and its Undertaking, Statutory Bodies, Corporations and Banks who do not possess the working knowledge of Hindi by the  year 2015.

·         Besides this, to  impart training of Hindi Typing (Manual)/ Hindi Word Processing (Computer) & Hindi Stenography to Lower Division Clerks/TypistsPostal Assistants, Office Assistants, Telecom Assistants, Tax Assistants, Computer Operators & Data Entry Operators, & Stenographers  by the year 2015  so that they can achieve efficiency of  doing their work in Official Language Hindi.

Mandate

·        To provide training in Hindi Language, Hindi Typing (Manual)/ Hindi Word Processing (Computer) & Hindi Stenography to the employees under the Central Govt. as well as public undertakings, enterprises and banks etc. for proper implementation of Official Language Policy of the Govt.

·         To arrange refresher training courses for officers and translators included in the Central Secretariat Official Language Service.

·         To acquaint Officers and Pradhyapaks of H.T.S. with the latest techniques of teaching under the scheme “Training Courses for Instructors” and to train the instructors of training institutes of Ministries/Departments in O.L. policy as well as Hindi language.

·         Propagation and imparting training on the various Hindi IT softwares developed by the Deptt. Of Official Language with the help of C-DAC.

·         To conduct 5 day workshops for those officers/employees who hesitate to use Hindi in Official work.

·         To set up various laboratories equipped with Linguaphone-records and other audio visual equipments as well as computers for making effective use of Hindi knowledge acquired  by the non-Hindi speaking employees and to make training in Hindi more interesting as well as comprehensive with the help of charts, posters, sketches etc.

·         To acquaint senior officers i.e.  Dy. Secretaries and Directors etc. with O.L. policy and statutory requirements etc.

The Types of Training programmes

·                     All over India, four types of training programmes are being conducted :-

1.       In-service long term training through full time & part time centers.

2.       The intensive (full working days) training of Hindi language, Hindi Typing (Manual)/ Hindi Word Processing (Computer) & Hindi Stenography

3.       Training of Hindi Language and Hindi Typing (Manual)/ Hindi Word Processing (Computer) through correspondence courses.

4.       Self learning on internet through web by softwares  of Lila Prabodh,  Lila Praveen and

                        Lila Pragya.

Exams & Examination Results.

·        The examinations for Hindi language under Hindi Teaching Scheme for Jan-May session are conducted every year in third/fourth week of May & for July –November session; examinations are conducted in the third/fourth week of  November.

·         The examinations for Hindi typing/ Stenography for February-July session are held in third/fourth week of July & for August-January session examinations are held in the third & fourth week of January.

·         Examinations for courses conducted under the Central Hindi Training Institute/Sub-Institutes are held regularly throughout the year.

·         Generally, the examination results are made available on the website www.rajbhasha.gov.in of Department of Official Language within a month from the date of examination.

·         The examination results of the online exams conducted at the intensive training centers of the Hindi Language are declared on the same day in the evening and the same is sent immediately to the concerned centers by Deputy Director (Exams) through his official Email.

Cash awards and incentives for the Central Government employees on passing the exams.

·         After passing the examinations of Hindi Language, Hindi Typing (Manual)/ Hindi Word Processing (Computer) & Hindi Stenography of CHTI/HTS,

Cash awards are granted to the Central Government officers/employees on fulfilling the prescribed conditions by their concerned offices . In addition to this,  they are also eligible for personal pay as per rules.

  A course book “Hindi Shabd Sansadhan” (Hindi Word Processing) has been brought out by

CHTI. One can start working  on computers  in Hindi Language after going through this book. This book was released on 12th  April 2010 by Shri. Ajay Makan,  the Honorable Minister of State for Home. The said book has also been made available on the website for the general public.

·        Lila software for language training in 14 other Indian Regional Languages besides English, has also been made available  on the website of the Department of Official Language (Rajbhasha Vibhag) by C-DAC.

·        The process of  imparting online language training through computers at 16 Centres is in progress.

·         Online examination for Prabodh, Praveen & Pragya are being conducted successfully since June-July  2009 at one centre each in New Delhi, Mumbai,  Bengaluru and Chennai.

·         In compliance with  the recommendation made by the Parliamentary Committee on Official Language       in its report [Volume-VII, number 16.7(a)]  a course named “Pranjal” has been prepared and the same     has been sent to the Department of Official Language for its  approval. The objective of this         course is to train  the Central Government employees in achieving proficiency in Hindi.

·         Based on the newly revised Praveen Course, the kits and answer sheets for the correspondence course have been  brought out by the CHTI.

 ·         CHTI has introduced new Pragya course in  Intensive Language Training  w.e.f. March 2010 and in all Language Training under Hindi Teaching Scheme w.e.f.  July 2010.

·         The circulars pertaining to new sessions of training , important orders, exam results etc. of Central Hindi Training Institute are also being made available on the website of the Department   of         Official Language.

FUTURE PLANS

·         The intranet facility for CHTI is being developed through NIC. With a view to implement E-         Governance policy of the Government of India  profile of all the officers and  employees and    their E- mail ID is also being prepared so that all the administrative work can be done through     intranet in future. 

·         The main objective of CHTI/HTS is not only to impart working knowledge of Hindi but also to train all the officers/employees of the Central Government and those working in the Government owned Offices/Departments/Undertakings/Corporations/Bodies/Nationalised Banks etc. to achieve efficiency and skill  development in doing their official work in Hindi.

·         PRANJAL COURSE :  In compliance with  the recommendation made by the Parliamentary        Committee on Official Language in its report [Volume-VII, number 16.7(a)]  “Pranjal” course is to be           introduced by CHTI so that the Central Government employees can achieve proficiency in Hindi.

·         To equip all the training centres with computers and internet facilities so that Online Training and

      Online Examinations can be conducted.

 

·         In future, Online Examinations will be conducted independently by the Examination Wing of

CHTI/HTS after the transfer of Online Examination Technology  by C-DAC, Pune to CHTI.
